    Abstract
This research discusses the process of forming Turkish Foreign Policy in the Nagorno-Karabakh Conflict. Turkey's decision to support Azerbaijan through various sectors, one of which is diplomacy, which was covered by international media, drew a lot of criticism from several parties, including western countries. This study aims to analyze several things that influenced the formation of Turkey's foreign policy in the Nagorno-Karabakh conflict. The method used in this study is a qualitative research method by collecting review literature in the form of journal articles and books. By using the theory of Foreign Policy Analysis (FPA) put forward by Valerie Hudson and Benjamin S.Day which is limited to analysis at the national attribute level. This study found two initial findings. The results show that first, geographical attributes provide an urgency boost to Turkey's understanding of Azerbaijan's geopolitical landscape. Second, the national capability attribute gives Turkey a "confidence" to be involved in the conflict.
