    Abstract
    Rohingyas constitute the majority of Muslims in Myanmar and are considered to be different from historical, cultural or physical factors. This triggers discrimination received by Rohingya ethnic groups such as not being granted citizenship rights as part of Myanmar's national ethnicity, experiencing acts of violence, persecution, and others. The act of extreme discrimination caused the Rohingya to fear and chose to flee to other areas such as Bangladesh. Bangladesh became the first country to become a Rohingya ethnic destination. The Rohingya continue to come to Bangladesh in search of a safe place to live. Until 2018, the issue of massive repatriation of the Rohingya ethnic will be planned by the governments of Bangladesh and Myanmar in a bilateral agreement. However, repatriation was delayed for several reasons, one of which was the United Nations High Commissioner for Refugees (UNHCR). As an international organization dealing with refugees and stateless groups, UNHCR has an influence in the process of canceling repatriation. The effect of UNHCR on the cancellation of the repatriation plan will be analyzed with International Organization theory and with qualitative research methods: literature study.
