TUJUAN PARADIPLOMASI KERJA SAMA KOTA SEMARANG DENGAN KOTA FUZHOU SEBAGAI SISTER CITY 2019-2022
Abstract
Paradiplomacy is a term for the increased involvement of local
governments in international affairs in recent years. Both central and local
governments have responsibilities. The line between internal and external affairs
has vanished as a result of globalization and the rise of transnationalism. Local
governments can collaborate with foreign entities in a variety of ways, such as
through sister city cooperation, technical cooperation, economic trade, human
resource development, and foreign aid development. One of the cities that has
partnered as a sister city with Fuzhou City, People's Republic of China with
Semarang City. the two cities have been working together since they signed their
Latter of Intent in 2004. Semarang City Government strives to establish
cooperation with Fuzhou City. Then there is the follow-up signing of a
Memorandum of Undestanding signed in 2022, given China's reputation for rapid
economic growth and high productivity. During the period 2019-2022, several
initiatives for cooperation between the two cities were put in place. Using Andre
Lecours' idea of layers of paradiplomacy, this study attempts to analyze the
cooperation goals of sister cities Semarang City and Fuzhou City. Three layers are
explained by this concept: the first is economics, the second is culture, technology,
and so on, and the third is politics. The study shows that the Semarang government
essentially seeks political control, external projection variables, investment, and
markets for product sales. In addition, each city shares a common identity and a
positive relationship with the past with the Hokkien ethnicity. International
promotion and paradiplomacy can be achieved through cultural acculturation. This
makes it possible to determine the objectives of local governments for their
paradiplomacy efforts.
