EVALUASI PROSES PENGADAAN BARANG MENGGUNAKAN METODE VALUE STREAM MAPPING (Studi Kasus: Pengadaan Barang PT. Pertamina Hulu Energi)

Abstract

The increasing industry in Indonesia cannot be separated from the upstream oil and gas industry. Products produced by this industry are oil and gas which is one of the biggest energy sources in Indonesia. High demand must be supported by rapid exploration and production activities. These activities must be supported by another division such as goods procurement division. Goods procurement division has an importance role to support exploration-production activity by provide the materials for the activity. Goods Procurement division in PT. Pertamina Hulu Energi commit procurement process from the user’s request for the material until conract’s finalization. The length of the process causes the duration of the procurement process to be long. There are 2 factors that cause the duration of the procurement long, namely the technical bid evaluation activities by users and prequalification activities. Based on root ccause analysis, prequalification require a long time because using 2 methods. Offline method is carried out by collect the prequalification file and the online method by using CIVD. This research uses quantitave method with calculate the process cycle efficiency and value stream mapping. Value stream mapping will describe the flow of information or material to prepare the best result. The resulf of this research show that the process cycle efficiency is 60.59% and procurement’s duration is 67 days when using the offline method. The process cycle efficiency when using online method is 73.06% with the procurement’s duration is 59 days. This showed that online method can decrease the procurement’s duration until 8 days with the process cycle efficiency increasing by 12.74%. However, both of the method has their advantages and disadvantages and so it is proposed that online methods can be used with strict regulations against vendors. Offline method can be use if the procurement’s price is high and the invited vendor is the company with large SIUP.
