T Pertamina (Persero) is an Indonesian State-Owned Enterprises in the energy industry, such as Gas and Oil. PT Pertamina (Persero) fuel product selling process starts at Fuel Terminal before being distributed to every gas station in Indonesia. Plumpang Fuel Terminal, also known in Indonesian as Terminal Bahan Bakar Minyak (TBBM) Plumpang is the biggest terminal in Indonesia which has an uncertain daily throughput. Uncertainty of throughput increases complexity of operational activities in TBBM Plumpang. The use of filling shed as a facility for refilling fuel oil (BBM) needs to maximize so that TBBM operational activities run effectively and efficiently. This study uses a simulation approach to design a suitable operational situation in low, 1-month, and high throughput conditions at TBBM Plumpang. The purpose of this study is to build and to develop a simulation model to improve the filling shed utilization of operational activities in TBBM Plumpang. The results of this study indicate that the Filling Shed has a very low utility at certain hours. The proposal given in this study is to close Filling Shed at certain hours following the amount of current throughput so that there is an increase in the utility of Filling Shed. Low throughput simulation model increase of 10,49%, 1- month throughput of 2,73%, and high throughput of 0,73%.en_US
