The Role of the World Wide Fund for Nature (WWF) Philippines-Malaysia-Indonesia in Transboundary Marine Conservation in the Sulu-Sulawesi Seascape (SSS) Region 2020-2023 The Sulu-Sulawesi Seascape region faces threats from habitat degradation and IUU Fishing that endanger human security, while regional governance is often ham pered by rigid state authority. This study analyzes the role of the World Wide Fund for Nature (WWF) Philippines-Malaysia-Indonesia in filling this governance gap through the Ocean Governance Project (2020-2023). Using a qualitative descrip tive approach and the New Public Diplomacy perspective by Nicholas J. Cull, this study finds that WWF's role has successfully strengthened transboundary govern ance through three elements. First, the Listening element through a co-design ap proach has successfully transformed coastal community resistance into institution alized public trust. Second, the Advocacy element translates the global norm of the "Target 30x30" into a food security narrative, fostering trust in conservation values at the local level. Third, the Exchange element facilitates technical connectivity be tween area managers in Indonesia and Malaysia, forming a regional epistemic community that transcends political barriers. Although limited to an analysis of diplomatic mechanisms without quantitative biological data, the study concludes that WWF's soft power approach effectively bridges global ecological interests with border area stability.en_US
