The signing of the Joint Statement between Indonesia and China on November 9, 2024, sparked strategic debate due to the inclusion of the phrase "overlapping claims," which contradicts Indonesia’s long-standing status as a non-claimant state under UNCLOS 1982. This study aims to dissect the implications of this discursive shift for Indonesia's sovereignty in the North Natuna Sea. Utilizing the Discourse-Historical Approach (DHA) developed by Ruth Wodak, this research analyzes discursive strategies—such as nomination, predication, and mitigation—through a four-level context model. The findings reveal a significant shift in Indonesia's maritime diplomacy orientation from a legalistic-formal approach to a functional-pragmatic one. Within the Strategic Hedging framework, the linguistic ambiguity in the document is identified as a manifestation of "complex engagement," where Indonesia attempts to manage asymmetric threats through economic interdependence (profit-maximizing) while tolerating legal risks (risk-contingency). While this strategy offers short-term stability, the study concludes that such terminology risks providing diplomatic legitimacy to China's historic claims and weakening Indonesia's legal arguments at the regional level.en_US
