Pengaruh Kerangka Indo-Pasifik Terhadap Navigasi Arah Kebijakan Geopolitik Association of Southeast Asian Nations (ASEAN): Studi Kasus Sentralitas ASEAN Sebagai Respons Balancing Terhadap Peaceful Development China

Abstract

Dinamika geopolitik yang mengalami peralihan kepada konsep Indo-Pasifik memungkinkan negara-negara dan aktor-aktor yang ada di dalamnya melakukan penyesuaian ulang. Oleh karena itu, Laporan Tugas Akhir ini berusaha untuk mengkaji pengaruh kerangka Indo-Pasifik terhadap arah kebijakan geopolitik ASEAN dengan berfokus pada sentralitas ASEAN sebagai respons balancing terhadap Peaceful Development China. Karya ilmiah ini berusaha mendudukkan fakta dan argumen bahwa meskipun ASEAN secara historis telah menggunakan strategi untuk menavigasi kompetisi kekuatan besar, kondisi saat ini adalah hal yang belum memiliki preseden seperti sebelumnya. Penulisan karya ini menerapkan perspektif neorealisme, menggunakan konsep soft balancing yang dikemukakan oleh T. V. Paul sebagai kerangka analisis utama untuk menjelaskan bagaimana ASEAN beroperasi. Karya ilmiah ini berusaha untuk mengisi ruang kosong pada literatur yang ada dengan mengeksplorasi bagaimana organisasi regional dari negara-negara middle power seperti ASEAN dapat secara efektif menyeimbangkan Peaceful Development China. ASEAN mencanangkan kerangka kerja informal dan pendekatan kolektif instusional di dalam ASEAN Outlook on Indo-Pacific (AOIP) dan Sentralitas ASEAN yang terbukti merupakan soft balancing terhadap China. The geopolitical dynamics shifting toward the Indo-Pacific concept enable the states and actors within it to undertake readjustments. Therefore, this thesis aims to examine the influence of the Indo-Pacific framework on the direction of ASEAN’s geopolitical policy, focusing on ASEAN centrality as a balancing response to China’s Peaceful Development. This study seeks to establish the facts and arguments that, although ASEAN has historically used strategies to navigate great power competition, the current situation is without precedent. The writing of this work applies a neorealist perspective, employing T. V. Paul’s concept of soft balancing as the main analytical framework to explain how ASEAN operates. This study attempts to fill a gap in the existing literature by exploring how a regional organization made up of middle powers such as ASEAN can effectively balance China’s Peaceful Development. ASEAN has articulated an informal framework and a collective institutional approach in the ASEAN Outlook on the Indo-Pacific (AOIP), and ASEAN centrality has been shown to function as soft balancing against China.
