The design of a hydrogen plant with water-splitting technology has a production capacity of 5,000 tons per year and takes place continuously for 340 days in one (1) year for 24 hours/day. In meeting the production target, river water which acts as a feed is 6,084.8789 kg/hour. The application process consists of several main stages, namely the river water treatment process, water electrolysis process, separation, and gas compression to consumers and factory storage tanks. In the first stage, the river water is separated by passing the water through a fine screener two (2) times, then it has flowed to the coagulation mixer and flocculation mixer. The coagulation and flocculation processes were assisted by an Aluminum Sulfate coagulant with a composition of 0.385 kg/hour, as well as 0.275 kg/hour flocculant. Treatment is continued in the filtration tank to remove flocs from the previous process. After that, the reverse osmosis membrane at a pressure of 20 bar is in charge of eliminating mineral content in the water. Heating water using an electric heater to 80˚C due to adjusting the operating conditions of the electrolyzer. Hydrogen and oxygen gas are obtained as a result of electrolysis reactions in a proton exchange membrane water electrolyzer (PEMWE) with an electric utility requirement of 35 MW at a temperature of 80˚C and a pressure of 40 bar. Hydrogen gas is separated from the water content in the flash drum column at a temperature of 35˚C and a pressure of 35 bar. Before being sent to consumers and storage tanks, hydrogen gas with a purity of 99.99% is compressed using a three (3) stage compressor to reach 200 bar with a temperature of 50˚C. This is also done on 99.99% oxygen gas separated by water content and compressed using a three (3) stage compressor to a pressure of 200 bar and a temperature of 30˚C. To support production operations, the utility unit supplies cooling water for 25,758,9924 kg/hour, compressed air of 40,3192 m3/hour, and electricity of 35,617,7287 kWh. The plant will be built in the Sigura-Gura River Area, Paritohan Village, Toba Samosir Regency, North Sumatra. The land area is about 43,500 m2, and the total human resources are 145 people. The factory investment capital requires Rp. 2,700,514,870,076.52 and the production cost is Rp. 2,606,552,232,884.13. Based on the economic evaluation, the parameter values of Return on Investment (ROI) are 63.465%, Pay Out Time (POT) 1.58 years, Break-Even Point (BEP) 13.17%, Shut Down Point (SDP) 6,95%, and Discounted Cash Flow (DSF) 20.23%. Thus, the result show that the design for the establishment of a hydrogen plant with water-splitting technology is worthy of further study and consideration.en_US
