Studi Komparasi: Diplomasi Energi China Terhadap Arab Saudi di Era Pemerintahan Hu Jintao dan Xi Jinping

Abstract

This study attempts to compare the energy diplomacy carried out by China against Saudi Arabia during the reigns of Hu Jintao and Xi Jinping. In examining the differences of energy diplomacy in the two governments, this study uses the concept of energy diplomacy. In the process, this study uses comparative qualitative research methods to compare the energy diplomacy of the two governments. Regarding data collection methods, this research uses internet and document-based data collection techniques. The results of this study indicate that there are two identified differences. First, based on its paradigm, China's energy diplomacy in general in the Hu Jintao era was aimed at improving its national economy, while in the Xi Jinping era, energy diplomacy was aimed at spreading China's influence in the international world. Secondly, based on the instrument, namely the bilateral framework, China's energy diplomacy towards Saudi Arabia in the Hu Jintao era was agreed upon by a cooperation called "Cooperation in Oil, Natural Gas, and Minerals", while in the Xi Jinping era it was named "Sino-Saudi Energy Cooperation". " and based on the involvement of energy companies, China's energy diplomacy against Saudi Arabia in the Hu Jintao era involved the oil energy companies Sinopec and CNOOC, while in the Xi Jinping era it involved Sinopec and CNPC.
