Diplomasi Komersial Digital Silk Road Tiongkok Melalui Pengembangan Komputasi Awan di Indonesia
Abstract
The presence of the Digital Silk Road (DSR) is a form of China's initiative as part
of the Belt and Road Initiative (BRI) aimed at improving digital connectivity
internationally, especially in BRI member countries and realizing China's ambition
to become a global technology superpower and reduce dependence on foreign
vendors. Various things are done as a form of realization of the DSR program,
including building infrastructure to support digital transformation in the form of
cloud computing development or better known as Cloud as an important component
of the digital economy. This study aims to analyze how China takes advantage of
the strategic position and large potential of Indonesia's telecommunications market
in Southeast Asia through the development of cloud computing through several
forms of activities and practices that also involve several private actors such as
Alibaba, Tencent, and Huawei as Cloud experts . The researcher uses the concept
of commercial diplomacy and qualitative methods with document-based data
collection and interviews to describe the practices or activities carried out by
Chinese representatives in the telecommunications sector as part of the DSR
program. The results of the analysis obtained include cyber cooperation policies;
promotion through the procurement of conferences, social media; cooperation with
local partners such as Telkomsel, Indosat, CARRO, and SIRCLO; to individual
commitments such as the visit of the ambassador and the presence of the Chinese
delegation at international forums related to cloud computing.
