    Abstract
Integrated Terminal Jakarta is part of PT Pertamina Patra Niaga which has an important role in Pertamina's downstream oil and gas business. One of the responsibilities of this company is to distribute and market Pertamina's energy products, including fuel oil (BBM), lubricants and LPG. In recent years, there have been many cases of accidents in the transportation of fuel. In 2023, there will be 17 accidents when delivering fuel to petrol stations which result in material and non-material losses as well as fatalities. The aim of this research is to identify the hazards and risks that occur and then carry out a risk assessment in an effort to reduce the number of work accidents. Then determine work accident prevention measures while on the way to deliver fuel to gas stations. The method used is the Hazard Identification, Risk Assessment and Risk Control (HIRARC) method which can help in determining preventive actions to effectively mitigate hazards. The HIRARC method is a workplace hazard identification activity that helps reduce the possibility of work accidents. Based on the research results, it was found that the high risk was 106 with the potential danger of driver fatigue causing the risk of traffic accidents, oil spills and injury. In this activity, the dominant source of danger comes from personal factors. Recommendations for control that can be implemented are providing training to AMT, maintaining working hours so that they do not exceed 12 hours, implementing a fit to work program, and AMT taking temporary breaks when sending fuel to distant locations as well as the proposed mitigation plan, namely consistent implementation of the fleet safety & security and Rigid systems.
